I would like to submit a request for some information from the organisation, in relation to their contract’s register.
The FULL contract register should display all the organisations existing/live contracts I would like the register to display the following columns/headings:
Contract Reference -Unique reference number associated with the contract.
Procurement Category –Please state the category name of the contract, I wish to know the category the contract is under.
Spend (Total, Annual or contract value)
Contract’s Start Date
Contract’s Expiry Date
Contract Description [Please provide me with as much detail as possible.]
Contact Owner (Person that manages the contract register)
Contract Data/API Contact Details
Can you also provide me with contact details of the person responsible for the actual contract’s register or someone responsible for API? [Name, Job Title, Telephone, Email Address] At the very least provide me with their actual job title.
(Meaning of API “a set of functions and procedures that allow the creation of applications which access the features or data of an operating system, application, or other service.”)
Please note University Hospitals Sussex NHS Foundation Trust has operated for the period from 1 April 2021, following the merger of Brighton and Sussex University Hospitals NHS Trust and Western Sussex Hospitals NHS Foundation Trust.
Please find attached an Excel workbook that includes the contract register for University Hospitals Sussex NHS Foundation Trust.
The FOIA does not place a requirement on a public authority to generate new information for the purpose of answering a request. On the basis that the provision of information in the format you have requested would require a high level of skill and judgement to create, such a report is considered not held under the terms of the FOIA at this time. We have therefore provided the contract register currently held by University Hospitals Sussex NHS Foundation Trust.
We have provided information where possible within the ‘appropriate limit’ as outlined in the Fees Regulations. Section 12 provision [cost limit] under the FOIA applies to any outstanding information on the basis that a manual audit relevant to each contract would be required in order to compile the additional information you are seeking.
Since you are seeking specific staff names and contact details, this information meets the criteria of personal information and is exempt under section 40(2) [personal information] exemption of the Act. The engagement of s.40(2) in this case is considered absolute and is not subject to public interest considerations.
